As an editor who works regularly with self published authors, there are different kinds of editing. You're talking about copy editing (fixing grammar and punctuation etc). I would say even before that, most fiction writers need a structural edit to fix issues of shallow characters, plot holes and slow pacing. Just my experience, but it does make a big difference to readability.
